Lahan / tanah kosong merupakan salah satu fenomena di beberapa kota di dunia. Lahan seperti ini dipercaya dapat menimbulkan berbagai dampak negatif yang merugikan kota.
Many cities in the world face the problem of urban vacant land. According to Kievel (1993), although it is not a universal problem and some cities have already dealt with it, vacant land is still a land use issue in many other cities (see also Ige & Atanda 2013; Larangeira, 2003; Pagano & Bowmann, 2000). In general vacant land is believed can generate negative impacts in terms of quality of life and economic decline (Goldstein, Jensen, & Reiskin, 2001).
In the city of Yogyakarta, vacant land is one of the land use conflicts caused by the rapid growth of the city (Setiawan, 2001). This unproductive land is problematic; it does not generate any economic or social benefits and more likely to create problems for the city. Moreover, its effects also potentially give impacts across the city boundary. Vacant lands in the city contribute to the urban sprawl in the outer city, which potentially threatens agricultural areas. Some vacant lands in the city of Yogyakarta also have been vacant for long periods which already generate big loss for the city.
Vacant land is a phenomenon in some cities in the world. It is generally believed to generate negative impacts for the city. Various factors are possibly as the causes of this phenomenon. Regional characteristics differences determine different factors behind this phenomenon. This research tries to explore the characteristics of vacant land in the City of Yogyakarta which includes the spatial pattern, ownership, and physical condition and further identify the cause of the vacancy. Both primary and secondary data are used in order to achieve the purposes.
Speculative private ownership is indicated as the major cause of vacant land in the City of Yogyakarta besides some specific factors such as disaster, extraordinary price, lack of fund and investors, saving from tax and maintenance cost and repeatedly transferred. The finding of this research proposes mechanisms that encourage the land development and minimize the negative effect of vacant land through clean and maintenance mechanism and tax system.
