Implementation Of Clean Development Mechanism Project

MPKD UGM. Indonesia telah meratifikasi Protokol Kyoto ke dalam kebijakan nasional pada tahun 2004. Sejak saat itu, Indonesia telah banyak terlibat dalam proyek-proyek CDM. Tesis ini disusun oleh : Agung Budianto NIM : 11/327633/Ptk/08009. Sebagai Pembimbing MPKD : Ir. Leksono Probo Subanu, MURP., Ph.D. dan Pembimbing IHS : Alberto Gianoli, Ph.D. Judul tesis : Implementasi Proyek Mekanisme Pembangunan Bersih (Cdm) Dalam  Skema Public Private Partnership: Studi Kasus: Batulayang Landfill Gas Flaring Project Pontianak-Indonesia (Implementation Of CleanDevelopment Mechanism Project Through Public Private PartnershipApproach: A Case Study Of Batulayang Landfill GasFlaring Project Pontianak-Indonesia).

As a form of compliance with the Kyoto Protocol and the awareness of climate change issues, Indonesian Government through Pontianak Municipality has built Landfill Gas Project under CDM Scenario in cooperation with Private Sector.  The Project, built in 2007 aims to reduce methane emission as well as achieve emission reduction revenue under a carbon trade scheme to improve Pontianak Solid Waste Management and Community Development in the surrounding area.

Unfortunately, the project, which was showcased to other cities in Indonesia as an innovative way in development of Municipal Solid Waste Management, has not performed as planned.

The aims of this inquiry are to identify the challenges of conducting CDM project under the Kyoto Protocol through a partnership agreement between Public and private, especially when it is connected to some aspects such as financial, technological, and institutional/regulation.The result is expected to be able to suggest a recommendation for related stakeholder especially public entity to generate the better planning or policy for the improvement of environmental-based program.

This research is exploratory, conducted through finding data and information related to the Batulayang project from concerned stakeholders to lead to some crucial information, documents, reports, policies and any related data, desk research is done to obtain some supporting information, as well as the direct investigation on the project site. Further, it is analyzed qualitatively by triangulating all data resources. The investigation showed that the obvious problem of the project related to the technological factor is because of the problem of the leachate management system. It has been related to the limited resources of Pontianak Municipality as well as the lack of financial support.

Regarding the institution factors, the projects was once supported by the central government at the construction phase no longer obtain that support. The support is not continually devoted to the project operation. There is no financial assistance for that project. The projects has not been covered by the so-called a taskforce or joint committee consists of some related stakeholders in both the national and Pontianak level. Moreover, the projects proponents have not formed the joint committee, for them to discuss the project implementation. On the other hand, there has not been communication between them.

The lack of adequate regulation covering the Batulayang project is the center of those aspects. The absence of specific national program that endorses the implementation of Batulayang Project makes the project appears as the abandoned project. Soon after it was introduced in the ceremonial event, the project, which essentially is the public project, has been left. With regard to the position of waste sector, which contributes 11 % of the total GHG emission of Indonesia, the crucial factor mentioned above needs to be strongly emphasized.
